The City of London is undertaking an Official Plan Review of The London Plan under Section 26 of the Planning Act.

Updates

1. Draft Urban Growth Boundary Review (Community Growth)

Staff presented the draft Urban Growth Boundary review (Community Growth) at the Planning and Environment Committee (PEC) on June 23.

The draft mapping represents a proposed expansion of 1,476 hectares for community growth (i.e., non-industrial land use) and is intended for continued consultation. A finalized UGB expansion recommendation will be presented to Council in forthcoming meetings and will include the results of the Industrial Land Needs Assessment.


2. Industrial Land Needs Assessment

The purpose and effect of the Industrial Land Needs Assessment for Employment Areas (ILNA) is to evaluate the existing industrial land supply against projected demand based on growth in population and employment over the life of The London Plan.

On April 22, 2025, Council received the draft ILNA for continued consultation. A final ILNA will be brought back to a future meeting of Planning and Environment Committee. Evaluation criteria for industrial properties to be considered were included in Appendix B of the April 8 report to Council.

Landowners interested in having property evaluated for potential inclusion within the UGB for Industrial land uses were invited to make a request to City staff for evaluation as a candidate site by May 30. Please contact staff directly if you have any requests or questions.

Next steps

A future report to the Planning and Environment Committee will provide results of site evaluations and include recommendations on which industrial properties to add. Landowners that made requests for properties to be evaluated will be provided notice of forthcoming meetings.
