The City of London has initiated an Official Plan Review of The London Plan under Section 26 of the Planning Act. Industrial Land Conversions and a draft Land Needs Assessment was presented in a staff report to the Planning and Environment Committee on June 11, 2024.

  1. Phase 1A included conversions of Industrial Lands to non-Industrial Place Types.
  2. Phase 1B includes a Land Needs Assessment to determine if there is sufficient land available to accommodate projected growth in population, employment, and housing. A review of the Urban Growth Boundary may potentially be initiated if alternative directions for growth are required.
  3. Phase 2 includes reviews related to the Housing Accelerator Fund (HAF) program, including: Heights Framework Review of the London Plan, a review of the Transit Village Place Type, Major Shopping Areas, and a review of as-of-right zoning within Protected Major Transit Station Areas.
  4. Future phases will include policy exercises and conformity reviews, including review of The London Plan policies relative to legislation changes and the new Provincial Planning Statement (PPS) 2024.

The City of London will be hosting a Community Information Meeting to provide an update on the Land Needs Assessment (Phase 1B) and further discussion regarding the need for an Urban Growth Boundary Review.
