City-wide Official Plan Updates

1. Urban Growth Boundary Review

• Municipal Council endorsed an amended Urban Growth Boundary Expansion on December 16, 2025.

Next Steps:

• The Urban Growth Boundary Review will be forwarded to the Province of Ontario for review and final approval by the Minister of Municipal Affairs and Housing.
  NOTE: Approval is subject to provincial timelines and process.

Background

The City of London undertook an Urban Growth Boundary Review to determine the appropriate locations for growth based on the completed Land Needs Assessments. The review did not include municipal boundary expansion (i.e. annexation)

• A finalized Urban Growth Boundary (UGB) expansion recommendation was presented to Planning and Environment Committee on December 2, 2025.
• The draft Urban Growth Boundary Review (Employment Areas) was presented at the Planning and Environment Committee on October 1, 2025. The draft mapping represents a proposed expansion of 88 hectares of developable land for industrial use.
• The draft Urban Growth Boundary Review (Community Growth) was presented at the Planning and Environment Committee (PEC) on June 23. The draft mapping represents a proposed expansion of 1,476 hectares of developable land for Community Growth (i.e., non-industrial land use).

2. Privately Initiated Urban Growth Boundary Application and Guideline Document

• Draft amendments to establish application submission requirements, evaluation criteria, and a new guideline document for Growth Projection Assessment were presented at the Planning and Environment Committee on October 1, 2025. Draft text related to the Privately Initiated Urban Growth Boundary Amendment Applications are available for review.
• Finalized amendments and guideline document will be presented to Council in forthcoming meetings.

3. Land Needs Assessments

• The City of London has completed concurrent land needs studies to determine the quantity of land required to accommodate 30 years of growth related to residential, institutional, commercial, and industrial development. The results of these studies informed the Urban Boundary Growth Review and expansion process.
• The residential, institutional, and commercial land needs have been addressed through the Land Needs Assessment for Community Growth adopted by Council on December 17, 2024.

• The industrial land needs have been addressed through the Industrial Land Needs Assessment for Employment Areas adopted by Council on October 14, 2025.
