Council approved the 2023-2027 Strategic Plan


Thank you to all the Londoners who shared their input during the engagement process of the 2023-2027 Strategic Plan. Your feedback informed the content of the Plan, including the new vision, mission, values for the City of London, and the eight strategic areas of focus.

 

Vision: London is a sustainable city within a thriving region, committed to innovation and providing a safe, affordable, welcoming, and healthy future for today and for the next generation. 

Mission: Improving quality of life and building a strong and vibrant community through bold, proactive, and accountable City services.

As part of the City’s commitment to accountability and transparency in decision-making, work is now set to begin on the development of an implementation plan that will outline the key actions, tactics, timelines, and accountabilities required to implement Council’s Plan. The pacing and resourcing of the Plan will be determined through the 2024-2027 Multi-Year Budget which began with a target setting discussion last week and will conclude in March 2024 with the budget’s approval.

Informing the Strategic Plan: Work to Date

Building an evidence informed plan that is truly reflective of community priorities is an essential goal of the strategic planning process. To lay the foundation for Council's work on the 2023-2027 Strategic Plan, the City has prepared resources that bring together quantitative data and community perspectives. View the documents that helped inform the work on the Strategic Plan to date in the "Engagement Resources" and "Reports to Committee" section on the right-hand side menu of this site.

How Can Residents Participate in the Process

The team is hoping residents will engage in the development process of the 2023-2027 Strategic Plan by providing feedback and input along the way. Opportunities for input will follow along with Council's strategic planning process; as Council receives information and/or makes decisions, that information will be updated on this site for resident feedback. Broadly, there are three proposed engagement phases where residents can share their feedback on the proposed Strategic Plan:

Phase One: December 14, 2022, to January 4, 2023

  • Get Involved site launches, providing reference information and opportunities for input on the vision, mission and values of the current Strategic Plan.
  • Information gathered through public engagement in this phase will be presented at the January 11, 2023, meeting to help inform the discussion. 

Phase Two: January 4 to February 7, 2023 

  • Draft areas of focus, outcomes and expected results will be available for comment on January 4, 2023, in alignment with when these materials will be available to Council. Updates will be posted as available following Council’s strategic planning session on January 11, 2023.
  • Community engagement gathered throughout this phase will be presented at the February 7, 2023, Strategic Priorities and Policy Committee meeting.

Phase Three: February 8 to March 8, 2023

  • The final phase of engagement will continue to seek feedback on the areas of focus, outcomes, expected results, as well as strategies.
  • Community input gathered through this phase will be presented to Council at the February 28, 2023, meeting of the Strategic Priorities and Policy Committee meeting.
  • A Public Participation Meeting (PPM) will be held on March 8, 2023, where Council will receive public delegations responding to the proposed Strategic Plan – this feedback will inform the final draft 2023-2027 Strategic Plan, which will be reviewed by Council on March 28, 2023.

Residents are encouraged to share their feedback during each of these phases, as well as reach out to their Councilor, attend ward meetings.
