ReThink Zoning is the process of preparing a new Comprehensive Zoning By-law for the City of London. Zoning is an important land use tool that has the potential to shape how our communities evolve by regulating how land can be used or developed.

The new zoning by-law will implement the policies and direction of the City's Official Plan - The London Plan - which was approved by City Council in 2016. The London Plan provides a vision for how London will change over the next twenty years. It was developed through the ReThink London engagement process which was a community conversation about the type of city Londoners want. ReThink Zoning continues that conversation and shifts the question from "what kind of city we want London to become?", to "how we will get there?".

    Allow trailer to be parked at our homes during summer when not on camping trips since we won’t be able to afford storage ever again thanks to covid restrictions and business loss

    Hi Amanda, 

    Regulations for recreational vehicle storage are currently found in the general provisions of the existing Z.-1 Zoning By-law. ReThink Zoning will review all of the general provisions including this type of vehicle storage/parking to ensure there is a balance between individual needs and collective impacts on neighbourhood amenity.

    How is this actually going to benefit the zoning that is protecting heritage land or environmentally sensitive areas? What edcautional research has been completed to support these ideas? Thanks

    Hi Alex, 

    The ReThink Zoning project will prepare a new Comprehensive Zoning By-law, that will in part, implement the environmental policies of The London Plan and replace the existing Z.-1 Zoning By-law. The London Plan policies contains detailed direction for the use and treatment of environmentally sensitive areas and the new Comprehensive Zoning By-law will implement those policies as specific regulations within various zones.

    Can Rethink Zoning help Meadowlily Rd South become a Heritage district? A Heritage Conservation District (or HCD) – defined under Part V of the Ontario Heritage Act – is a geographically defined area within a municipality that is noted for its distinct heritage character. Through the adoption of a district plan, guidelines and policies, a municipality is able to guide future change.

    Hi Andrew,

    ReThink Zoning is a project to create a new comprehensive zoning by-law to replace the existing Z.-1 Zoning By-law. Zoning is the main tool of implementing the policies in the Official Plan – The London Plan, which provides direction for both natural areas to be conserved, as well as growth areas that may be developed. The ReThink Zoning project will review aspects of use, intensity and form and the best way to implement the policies of The London Plan through regulations in the Zoning by-law. 

    Heritage Conservation Districts are designated under the Ontario Heritage Act for the purpose of conserving cultural heritage values, and include properties that satisfy certain approved criteria based on architecture, history and context. Consideration for adding a new Heritage Conservation District will be determined through the City’s Heritage Department as a separate and distinctive process from ReThink Zoning.     MEADOWLILY WOODS NEEDS TO BE DESIGNATED AS A PROVINCIAL PARK IT IS MORE DESERVING THAN KOMOKA PROVINCIAL PARK , DEVELOPMENT DOES NOT BELONG HERE March 29th, 2021 I will start by asking have you hiked this area, ! the area where they are planning to build? Have you hiked Park Farm property? or the trails along the river , If not Id suggest you all do, This is an environmentally sensitive area with a great deal of wildlife and history. (Ex.) r 60 archaeological sites dating from 9500 B.C to 1500 A.D and includes all types of sites from find spots, camps, to villages, and special purpose sites. you can see remnants of this. . beautiful ravines and forested area , streams running in the area they want to build, and through the forest both sides of the road. there are rare tree's , flowers , amphibians all over , deer, coyote, as well as the Pileated woodpecker and oven bird, make this area their home , It saddens me that this city must destroy a epic area for condo's and houses , Really Are we not called the Forest City for a reason the area is part of the Carolinian zone . LEAVE our Natural forested areas alone for city dwellers to hike and enjoy nature at it's finest. I feel this area is more deserving to be designated a Provincial Park more than Komoka.. Please reconsider allowing this construction. It does not belong in this area , I grew up hiking this entire area as a teen and still enjoy doing this as so many others in this area . it is peaceful one can escape the stress of city life and walk in this area which is so beautiful in so many ways . traffic does not belong here which there would be plenty if this construction is allowed to take place .     ReThink Zoning is a project to replace the City’s existing Zoning By-law with a new Comprehensive Zoning By-law. The best place to get involved in a site-specific development application, like this example, is to contact the file planner assigned to the Official Plan or Zoning By-law Amendment application and have your say during the public participation meeting. 

    Some areas of the City are identified as natural areas, environmental areas, parkland or open spaces and have place types that reflect they are to be conserved so they can continue to be enjoyed. Some areas of the City are within place types that contemplate future development, which is the case with this site. The new zoning by-law will implement the policies of The London Plan and be aligned with its direction. Any change to this direction would need to be considered through an Official Plan Amendment.

    Hello, What is the current process for the new zoning by-law? Once it is approved by council, will it become effective, influencing new development in the City? Finally, will the by-laws coincide with the goals in the 2016 London Plan? Thank you

    Hi Matt,
    Over the next year, we will be looking at new rules for the zoning by-law and specific policies for each London Plan place type. In 2022, we will begin drafting the new by-law and hope to have it approved in 2023. Once the new by-law is approved by Council and any potential appeals are resolved, it will begin to shape new development in the city. Under the Planning Act, a zoning by-law must conform to the official plan. We will therefore be looking to create a by-law that implements the goals and vision of The London Plan.
