Share your thoughts on how London’s City Council is resourced

Every four years, a task force of community members is formed to review how our City Council is resourced, to ensure London’s City Council is in line with other municipalities.

The review looks at different aspects of council resourcing, including:

  • Base compensation (annual payment, not including benefits)
  • Added pay for members of council who take on additional responsibilities
  • Workload for councillors, including expectations and distribution of responsibilities
  • Severance pay
  • Role description
  • Expense accounts
  • Administrative support staffing for the Council Office at City Hall




About the Council Resourcing Review Task Force

The Council Resourcing Review Task Force is appointed by the Clerk. This current body comprises five members of the public with various expertise and/or lived experience in politics, human resources, academic expertise in municipal governance, and experience working on a decision-making body (committee, tribunal, task force, etc.). This group is tasked with providing reviews and recommendations for the next term of Council, which is from November 2026 to November 2030.

City Council will discuss and vote on the task force's recommendations in Fall 2025.

We want to hear from you

Complete this brief survey and share your input on how the next term of City Council should be resourced. Public input will be used to inform the task force's recommendations and will be shared in a report to Council.


What does Municipal Council do?

The role of Municipal Council is set out in the Municipal Act, 2001(External link), is as follows:

  • to represent the public and to consider the well-being and interests of the municipality;
  • to develop and evaluate the policies and programs of the municipality;
  • to determine which services the municipality provides;
  • to ensure that administrative policies, practices and procedures and controllership policies, practices and procedures are in place to implement the decisions of council;
  • to ensure the accountability and transparency of the operations of the municipality, including the activities of the senior management of the municipality;
  • to maintain the financial integrity of the municipality; and
  • to carry out the duties of council under this or any other Act.

How are Councillors compensated today?

The last review of Council resourcing recommended that councillor compensation be based on the median full-time employment income for Londoners (this is the level at which half of Londoners earn more, and half earn less).

Council compensation is adjusted each year based on the average annual change in median full-time employment income.
