Why are we exploring a Transportation Management Association (TMA) in London?

    Most Londoners drive alone to work, and the City recognizes that there are often barriers preventing them from using a different option that may be less stressful, more cost effective, and more sustainable.

    We also hear from employers how traffic, parking and transportation options affect their employees and their business. Many have indicated they are interested in helping employees with greener commutes, but that they alone don’t have the resources to make it work.

    The City’s Climate Emergency Action Plan targets net zero greenhouse emissions by 2050 – and we are committed to exploring and supporting a variety of transportation options for Londoners. In 2018, gas for personal vehicles made up more than half (51%) of the average local household’s greenhouse gas emissions.

    In line with this, the City is exploring solutions to help more Londoners choose cheaper, less stressful, greener commutes. We want to know if the type of resource pooling that a TMA offers might be part of a solution.

    This work builds on the foundational work the City has already done in transportation demand management, sustainability and city planning.

    How can a TMA impact employers?

    Participation in a TMA can help an employer reach new employees, and facilitate their commute (equity impacts). Other advantages include increasing employee retention and satisfaction, addressing parking issues and traffic congestion, and addressing Corporate Social Responsibility when there are limited available resources. A TMA allows for more cost-effective programs and strategies to be implemented than most employers can afford individually.

    What resources are required from employers?

    This depends on the size of the organization, level of need, and level of participation. Generally, TMAs are funded through dues paid by member organizations and government grants. In addition to an annual membership fee, employer resources may also include staff time to implement programs internally, staff time for TMA meeting attendance, and promotional resources.

    How can a TMA impact employees?

    The advantages to an employee who works for an employer member of a TMA include more options for getting to and from work, financial savings, taking action on climate change, and increased physical activity.

    What is the City of London's role in a TMA?

    The City is developing this feasibility study as a first step to determine interest in a TMA. If a TMA is formed, the City will be a member. Additional roles could include operational support and financial support.

    That’s great! We need to hear from you, to help us understand your behaviours a bit more, so that we can help others make choices that are more sustainable as you’ve done.

    And even if you already cycle, take transit or carpool to work, a TMA can help make your commute easier. As employers and the community prioritize and support sustainable commuting options, A TMA can offer greater support for those who are already modelling those behaviours.


    Why are you only asking about certain geographic areas of the City?

    TMAs are typically focused in specific geographic areas, to facilitate local collaboration. As a starting point in our investigation of where a TMA solution might be a good fit, we are looking to geographic areas that have a higher employment concentration, have limited internal resources to develop and provide commuting programs and supports, and where challenges for employers and employees with regards to transportation have been identified.

    This doesn’t mean employers in other areas are excluded. Some employers already have commuting programs, resources dedicated to providing commuting solutions, or may be targeted for a TMA in the future. The results of the employer and employee surveys are being used to help inform this feasibility study to determine the need for a Transportation Management Association.


    What's the connection between these surveys and the Household Travel Survey?

    This survey is specifically designed to explore the potential viability of a TMA for London. It’s not intended to replace the Household Travel Survey, which provides a broader investigation into Londoners’ travel habits generally.
