The City of London is planning to reconstruct Pond Mills Road and Deveron Crescent in 2026 and Commissioners Road East in 2027 to replace aging underground infrastructure that is approaching its expected lifecycle. The project won’t begin until spring, however, we’re sharing an update about the project’s tree assessment and how to access the information previously shared at the project’s public update meeting, which occurred in November 2025.
Proposed Work Details
Work to be completed as part of this road reconstruction project includes:
- Replacing watermains
- Replacing water services
- Adding new cycling infrastructure and multi-use pathways
- Traffic signal improvements at the following intersections: Pond Mills Road/Burlington Crescent, Pond Mills Road/Commissioners Road East and Commissioners Road East/Deveron Crescent
- Adding an Oil-Grit Separator (OGS) unit on Deveron Crescent
- Adding new granular sub-layer, base granular, and asphalt
- Adding & replacing new curbs, catch basins and gutters
- Boulevard restoration (adding new topsoil and sod)
- Removing trees in advance of construction (see Appendix A).

Planned transportation impacts
The City has evaluated how pedestrians, motorists, and cyclists will be impacted by the construction of this project. We have determined that Deveron Crescent, Pond Mills Road, and Commissioners Road East will require a reduction to one lane for both directions, requiring flagging lane reductions during construction.
Additionally, the OGS unit on Deveron Crescent and the traffic signal improvements planned for Pond Mills Road/Burlington Crescent, Pond Mills Road/Commissioners Road East, and Commissioners Road East/Deveron Crescent will require a road closure with local access only; this closure will be limited to a specific number of days/weeks, rather than the entire construction period. A detour route and duration of the closure will be provided within the forthcoming Construction Notice.
Residents who require accommodation (level entry, advanced notice, etc.) should contact the Project Manager to arrange for access during the construction period. Cyclists and pedestrians should exercise caution around construction sites and follow all construction signs.
Tree Removals
During the project’s design, City Staff, along with the design engineer and professional arborist, walk the street to evaluate each property, determine the current health of the trees, and determine how to best install infrastructure while minimizing impacts to trees.
Removal of trees is never our first choice, and we strive to reduce tree impacts as much as possible while balancing the need for safe and reliable infrastructure in our city.
After careful assessment, it was determined that there are trees within the City right-of-way that need to be removed for health reasons or due to construction conflicts. Trees within the project limits were inspected by a professional arborist from the project team to determine their health condition, review conflicts with construction, and develop a tree protection plan. A total of 232 trees were assessed within the project limits.
Anticipated tree removals are listed below and are subject to change. Details about the specific tree locations are included at the end of this notice.
Tree size has been grouped into two categories: small trees with a diameter less than 12 inches / 30 cm and large trees with a diameter greater than 12 inches / 30 cm.
Removal is required for a total of 41 small trees on Pond Mills Road, 26 small trees and 3 large trees on Deveron Crescent, and 3 small trees on Commissioners Road East.
Trees along Pond Mills Road require removal due to conflicts with construction activities, which include road widening (21 trees), cycle track installation (18 trees), bus shelter installation (1 tree), and sidewalk installation (1 tree). Additionally, 14 of these trees were observed to have negative health conditions such as basal damage, epicormic growth, and dieback.
Trees along the south side of Deveron Crescent require removal as they were planted over the existing watermain (27 trees), creating a construction conflict due to the need to remove the existing watermain to facilitate installation of the new infrastructure. Additionally, 15 of these trees were observed to have negative health conditions such as dieback, basal damage, epicormic growth, and trunk wounds.
Lastly, trees along Commissioners Road East require removal as they conflict with sidewalk (2 trees) and watermain installation (1 tree) activities. Additionally, 2 of these trees were observed to be in poor condition as they have grown opportunistically in locations not suitable to support them (eg. within grapevine and buckthorn).
The trees will be marked with a white line around their trunk one week before removal. The required tree removals will be completed by March 31, before the migratory bird nesting period begins.
Public update meeting
The City of London previously hosted a public update meeting on November 6, 2025, which provided an update on the project and shared information on construction.
