Introduction to Organizational Capabilities

The City of London’s Organizational Capabilities Plan identifies the core business skills that matter most to achieving successful outcomes for both our city and staff. Organizational Capabilities will help create learning pathways, tools, best practices, peer networks, and governance frameworks that focus on making it easier to deliver better services.

As we focus on day-to-day operations, projects, and strategic initiatives, we often forget about the core business capabilities that support the successful implementation of them. While these capabilities are often overlooked given everything we must do, doing them well, can be the difference between a successful outcome or not.

The Organizational Capabilities plan will focus on helping you get access to what you need. Whether you are looking to be more proficient within your current role or work towards an aspiring one, we aim to build learning pathways to help you close skill gaps across the six capabilities.

The six capabilities are:

  • Project Management
  • Data Literacy & Analysis
  • Policy & Report Writing
  • Continuous Improvement
  • Business Planning & Analysis
  • Innovation





Growing Together as an Organization

Over the next four years, we aim to move interested employees from a level of basic awareness of Project Management, Continuous Improvement, and Data Literacy to regular practitioners using specific learning pathways and resources based on role alignment and aspiring career paths.

Basic Awareness → General understanding of the tools and techniques, and the benefits of the organizational capabilities within the workplace

Emerging Capability → Starting to apply the appropriate tools to opportunities. Team members begin to incorporate the organizational capabilities into their work with some success

Regular Practitioner → Recognizes the value of the organizational capabilities and have developed advanced skill sets. Best practices are integrated into the way they work, and they are continuously improving.


Our Roadmap

The capabilities will roll out in several phases over the next few years. Priority has been set based on business needs, leadership direction and potential for improved outcomes.

2024: Focus on Continuous Improvement, Project Management and Data Literacy & Analysis

What to expect:

  • Access to learning resources, tools, templates and best practice
  • Introduction of Basic Awareness (begin training programs
  • Communities of practice
  • Mentorship program (Project Management)
  • Governance groups
  • Additional learning pathways

2025-2027: Begin to focus on Policy & Report Writing, Business Planning & Analysis, and Innovation, while continuing to grow the programs above.


The capabilities will roll out in several phases over the next few years. Priority has been set based on business needs, leadership direction and potential for improved outcomes.

Workplace Organization → Using 5s methodology, our team can help you create a more efficient and safer workspace.

Visual Management Boards & Team Huddles → Using visual management boards, we can help you organize your work, stay on top of your tasks and run effective team meetings.

Access to Tools and Templates → Our team has a large (& growing) toolbox of resources we can share with your team to assist with all of the capabilities, including Project Management tools.

Training & Learning Resources → Our team has a number of Continuous Improvement programs and will be offering introductions to Project Management and Data Analysis in 2024, with future plans to offer full learning paths from beginner to expert. Stay tuned to learn more!
