The City of London has kicked off the process to calculate new development charges as legislated under the Development Charges Act, targeted to be in force and effect by January 1, 2028. A Development Charge Community Reference Group has been formed to provide information and advice to Civic Administration on matters related to the Study, for example (but not limited to):

  • growth forecasts;
  • development charge policies;
  • growth capital needs and associated studies;
  • development charge rates, including legislative deductions such as growth / non-growth allocations; and
  • development charge background study and by-law.


This page will be updated as the process evolves and will be the main source for any matters related to the 2028 Development Charges Study & By-law. All documents will be archived with Development Finance, please submit a request below to obtain historical information.
