About this project

The City is planning upgrades to Colonel Talbot Road between Southdale Road West and James Street.

This important section of Colonel Talbot Road connects Talbot Village and Lambeth. As the surrounding area develops rapidly, Colonel Talbot Road must serve all road users including people walking, cycling, riding transit, or driving. The City is planning how municipal services can be upgraded in this area to accommodate this growth.

The need for the project was identified in the City's 2019 Development Charges Study and later in the 2021 Development Charges Background Study Update.

Construction Impacts

Construction is expected to start in spring 2024 and will be completed in multiple stages, as listed below. Detour routes to be implemented during periods of full road closures. Access to all properties and businesses will be maintained.

  • Stage 1 (2024): From May to December 2024, Colonel Talbot Road will be closed from James Street to Clayton Walk.
  • Stage 2 (2025): A shorter section of Colonel talbot, between Clayton Walk and Pack Road, will require a road closure expected to occur in the spring and summer of 2025. The remaining works, between Pack Road and Southdale Road, can be constructed using a temporary road allowing two-way traffic. Further details on the scope of work and associated transportation impacts will be released prior to the 2025 construction season.
  • Stage 3 (2026): Surface asphalt will be applied in the summer months along with restoration, landscaping and deficiency clean up. There will be limited impacts to traffic.

Project Design Details

Preview the design including walking and cycling facilities and urban design features along the corridor by watching the video below. This project includes:

  • Converting Colonel Talbot Road from the current 2-lane rural road with ditches and gravel shoulders, to a 2-lane urban road with concrete curbs and gutter.
  • Completing sidewalks through the corridor.
  • Installing new streetlights, boulevard bike paths, landscaping features and pedestrian crossovers.
  • Evaluating the Kilbourne Road intersection for traffic signals or a roundabout, and designing the recommended solution.
  • Introducing new turning lanes and localized medians.
