About this project:
The City is planning upgrades to Kilally Road from Webster Street to Clarke Road. In response to future residential housing development needs in the northeast part of the City, the need for the project was identified in the City’s Growth Management Implementation Strategy to include the extension of watermains, sewers and road upgrades. This project aligns with the City of London’s Housing Pledge to get 47,000 new housing units constructed by 2031 and is accessing the Housing Accelerator Fund to expediate construction.

Construction impacts:
Construction is expected to start in 2026 and will be completed in multiple stages, see proposed timeline below. Detour routes will be implemented during periods of full road closures. Access to all properties and businesses will be maintained, with minor access interruptions expected depending on the stage of construction.
- Stage 1 – Kilally Road from Webster to Clarke Road, including the crossing of Clarke Road, anticipated completion December 2026.
- Stage 2 – JW Carson Bridge Work – anticipated construction July – August 2026.
- Stage 3 – Outfall construction from MH 105 to Headwall, anticipated construction September – November 2026.
- Stage 4 (2027) – Final restoration on Kilally Road, including top coat asphalt, shouldering, deficiencies, planting and any other remaining restoration for the length of the project. Sandford Street resurfacing south to Toronado Place is part of this stage too.
Project design details:
This project includes:
- Upgrades on Kilally Road between Webster Street and Sandford Street from the current 2-lane rural road with ditches and gravel shoulders, to a 2-lane urban road with concrete curbs and gutter, bike lanes, and sidewalks.
- Kilally Road between Wester Street and Clarke Road will be reconstructed as a rural cross-section with ditches, gravel shoulders, and wider asphalt to accommodate on-street bike lanes.
- New watermains, sanitary and storm sewers are also an integral part of this project, which will support residential development in the northeast of London.
- Sandford Street will undergo asphalt rehabilitation.
