About this project

The City will be reconstructing Foster Avenue, from Edinburgh Street to Riverside Drive; and Upper Avenue, from Foster Avenue to Riverside Drive to replace and improve the quality and reliability of water, sewer and road infrastructure.

This project includes:

  • Watermain replacement including water service renewal to the property line
  • Storm sewer replacement
  • Partial replacement of existing private drain connections
  • Sidewalk replacement
  • New concrete curbs and gutters
  • New asphalt road surface
  • New rain gardens (green infrastructure) in the boulevard.

Construction is expected to start in spring 2021 and is anticipated to last until fall 2021 with some minor clean-up work in 2022.

Ongoing public engagement

The project team has recorded a narrated Project Update Meeting (PUM) for residents to learn about project details and impacts. The video presentation has been split into three parts and can be accessed on the right-hand side of the page under "Project Update Meeting - Narrated Presentation."

It's also possible to access the PowerPoint presentation used during the PUM on the right-hand side of the page under "Project Update Meeting - PowerPoint Slides."

Please note: In the tree impacts and protection presentation, 40 Upper Avenue is listed as having a Norway Maple removed in front of this property. The tree being removed in front of 40 Upper Avenue is a Black Maple and a Norway Maple is being removed in front of 44 Upper Avenue.
