London has committed to incentivizing residential development near transit stations.
The proposed Community Improvement Plan (CIP) will allow for more housing to be built faster within certain Protected Major Transit Station Areas, and along Rapid Transit Boulevards and Urban Thoroughfares.
Project Summary
A proposed CIP to encourage housing supply growth aligned with the City of London’s rapid transit development. The CIP will provide financial incentive programs to assist private property owners and developers, and not-for-profit developers with constructing residential units within areas near the City of London’s Protected Major Transit Station Areas (PMTSAs), identified on Map 10 of The London Planand outlined in policy 1787A_.
A proposed Official Plan amendment to update Map 8 of The London Plan to add the approved community improvement project area for the CIP to encourage residential development near transit.
Background
Creation of a new CIP to encourage residential development near transit was initiated by Municipal Council resolution from the Housing Accelerator Fund (HAF) Agreement and the 2023 5-Year review of CIPs and Financial Incentives.
The CIP will support the following objectives:
Help London achieve its target of 2,187 additional units by 2027
Support the City of London Roadmap to 3,000 Affordable Units by 2026
Help develop affordable housing units for families, students, and seniors
Support the Climate Emergency Action Plan’s Transforming Buildings and Development Area of Focus through the reuse of underused properties
Reduce car dependency by creating more housing around rapid transit stations
An Official Plan Amendment is required to update Map 8 of The London Plan. This amendment is required to add the approved community improvement project area for the CIP. This is one step required to permit the CIP to provide financial incentive programs to property owners.
